Help Support Senator Patrick Gallivan’s Amendment to the Current Empire State Film Production Credit. The proposed changes will introduce a Tiered-Film Production Tax Credit Plan (S498-2013) to attract film and television productions into targeted economic development regions such as Buffalo and Western New York.
Under this new legislation, the proposed tax incentives will max out at forty five percent (45%) where the current program offers 30%-35% depending on the type of production work.
Senator Gallivan’s intentions with pushing for New York State to adopt a Tiered-Film Production Tax Credit program, is to help draw film and television productions upstate while the industry is expanding. So rather than losing work to neighboring cities outside the empire state's jurisdiction, what Sen. Gallivan is proposing is to strengthen the entire state of New York as a viable location for the film and television industry by implementing the tiered-tax credit system, in which filmmakers can qualify for additional tax credit savings by taking their productions upstate and into designated economic development zones targeting cities like Rochester, Syracuse and Buffalo.
With this legislation New York State will be able to provide a significant financial incentive for film productions choosing Upstate and Western New York as locations to film in. This will result in local labor being hired, local hotels and food service businesses being patronized, and numerous other associated businesses benifiting from the operations of the film and television industry in their region.
So we encourage you as our elected leaders in the New York State Assembly, the New York State Senate, and as the Governor of New York State to support and advance this legislation as quickly as possible. The entire state is ready, now, please do what you can to help.
