The city of De Soto requires so-called “harborers” of pitbull dogs to follow additional restrictions solely due to the breed of the dog. A few of these include: signs must be clearly visible to the public stating “beware of dog”, must be “securely confined indoors”, if brought outdoors, the dog must be restrained by a leash of four feet or less and securely muzzled. This is unfair to breeds deemed “bully-breeds” and greatly reduces quality of life for these animals. Studies show that pitbulls have a history of low bite rate compared to many dogs that do not face these restrictions; huskies show nearly double the occurrences per 100k dogs (1.97 per 100k) and do not face regulations like these. False misconceptions create stereotypes that produce high populations in kennels and higher euthanization rates. This legislation unjustly grants reinforcement to these ideas and prove to be detrimental to these animals. The De Soto, KS City Council needs to repeal “Ord. 904, Sec. 8; Code 2009; Ord. 2264, Sec. 2, 2-108” regarding regulation on pitbull dogs.
