Safer Pedestrian and Driver Crossing on Westchester Drive

This petition is for the erection of a planter median or similar fixture to be erected in the 200 block of Westchester Drive at Scott Boulevard for pedestrian and driver safety. A similar planter median is erected on Ponce de Leon Place at Clairemont Avenue.
Many drivers use Westchester Drive as shortcut from Scott Boulevard to Clairemont Avenue and vice versa. These drivers are most often turning left from Scott Boulevard and enter Westchester Drive at a high rate of speed. Some of the drivers cut their turns too short (nearly a 45 degree angle) which causes them to turn into oncoming traffic on Westchester Drive, creating a possibility of a head-on collision.
Additionally, due to the reopening of Westchester Elementary, the amount of pedestrian traffic crossing the intersection of Westchester and Scott has increased. Throughout the school year, families with small children cross the intersection at least two times per day. Drivers trying to beat the traffic headed southeast on Scott Boulevard, pay little attention or concern for pedestrians crossing. Daily, there are close calls with families nearly being run over in the crosswalk.
During the Month of September, two small movable traffic cones were placed on Westchester Driver at Scott. The calming effect of the cones was noticeable. Many drivers waited until traffic was clear and it was safe to turn, and they turned at a slower speed onto Westchester Drive. Also, most drivers turned in their appropriate lane and did not turn into oncoming traffic.
We believe that a large immovable object would have an even greater effect on the traffic.
