Ban the upcoming Red Light Camera Program on Oahu
Oahu is moving in reverse, not forward.
Research shows red-light cameras increase accidents(NOT DECREASE) and over 60 California cities and counties have eliminated them. This does not include all of the cities that have nixed them across the country. Check out the article below:

Red Light Cameras cause more accidents and injuries than they prevent. Los Angeles eliminated red-light cameras over a decade ago as they cost too much money to operate. Research how much harm they cause and how many major cities have eliminated them.
What makes Honolulu want to implement a system that other major U.S. cities have eliminated over 10 years ago. Oahu is moving forward in the wrong direction. Many locals have asked for the traffic light system throughout Honolulu to be improved. Sitting a red light for over three minutes with little to no opposing traffic passing through is unacceptable.

Legally, the courts should not be able to charge the owner for the offense if they were not driving as it will increase the owner's insurance premium for an offense they did not commit.
