National registery for 1st or 2nd degree assault related to domestic violence

In light of the recent church massacre in Texas as well as the lack of information provided about the gunman’s history of domestic violence related felony assault I believe we need a national registry of those found guilty of 1st and 2nd degree assault related to domestic violence. Like sex offenders these perpetrators are repeat offenders who terrorize their own partners and children time and time again from relationship to relationship. We need a registry where this history is easily accessible to law enforcement and the community and would bar them from legally purchasing guns. I am an RN at the Hawaii Youth Correctional Facility and deal with victims of domestic violence and children who have been irreparably damaged by its affects. Any step we take in the protection of our nations children should be a top priority of our leaders and our citizens. The definition of 1st degree assault is:
(a) Assaults another with a firearm or any deadly weapon or by any force or means likely to produce great bodily harm or death; or
(b) Administers, exposes, or transmits to or causes to be taken by another, poison, the human immunodeficiency virus as defined in chapter 70.24 RCW, or any other destructive or noxious substance; or
(c) Assaults another and inflicts great bodily harm.
(2) Assault in the first degree is a class A felony.
The definition of 2nd Degree assault is
a. with intent to cause serious physical injury to another person, he causes such injury to such person or to a third person;
b. with intent to cause physical injury to another person, he causes such injury to such person or to a third person by means of a deadly weapon or a dangerous instrument other than by means of the discharge of a firearm;
c. he recklessly causes serious physical injury to another person by means of a deadly weapon or a dangerous instrument;
d. for a purpose other than lawful medical or therapeutic treatment, he intentionally causes stupor, unconsciousness or other physical impairment or injury to another person by administering to such person, without his consent, a drug, substance or preparation capable of producing the same; or
e. he is a parolee from a correctional institution and with intent to cause physical injury to an employee or member of the Board of Pardons and Paroles, he causes physical injury to such employee or member.
