I'm a parent of a Prep student who have two older siblings in the Scouting movement. She is unable to start Joey Scouts in 2019 due to a decision made by the Queensland Chief Commissioner Daryl Scott that is inconsistent with the rest of Australia and common sense.

Joey Scouts in Queensland are currently not allowed to start formally in the Scouting movement until they start grade 1 at School. This is inconsistent with the rest of Australia and the changes in Queensland that occurred back in 2017, that made Prep the mandatory first year of formal education and enabled those students who had turned five to be eligible to join Joey Scouts, regardless of whether they were in Prep or Grade 1. 

This decision results in many children in Queensland not getting to experience Joey Scouts for more than 6-12 months as by the time they are eligible to start, they are already starting to transition to the Cub Scout section. Many children who are ready to join an extra-curricular activity are looking outside of the Scouting movement when they discover they are ineligible. Ultimately, Scouts Queensland is losing out. 

Further, the Chief Commissioner is effectively blocking tens of thousands of Prep students from accessing an incredible youth program that offers young people in Queensland a huge range of life affirming and character developing opportunities that will give them skills to use for the rest of their lives. So many of today leaders, public figures and successful individuals developed the base of their values system, personal ethics and drive within the scouting movement. Why would the Chief Commissioner want to block this opportunity to so many Prep students across the State in their foundation years? 

There are a large number of 5 and 6 year old Prep students across the state that desperately want to join their older brothers and sisters in the Scouting movement. The fact that the Chief Commissioner refuses to review this decision and change it to provide consistency with the rest of the Australia is just creating confusion and uncertainty for parents across Queensland.

Parents like myself are calling for the Chief Commissioner to review this decision and bring Queensland up to date with the rest of Australia and open up the Joey Scout experience and Scouting movement to all prep students across Queensland.
