Allow drivers of clean air vehicles in CA to apply for "Red Decal" before 2019 expiration

Owners of clean air vehicles are a group of people that want to do their part to help make their community and environment a cleaner place for future generations. However, another motivating factor for people that purchase clean air vehicles is to make their commute to and from work a bit shorter and less stressful with clean air decals to drive in the carpool lanes.
Recently, those of us that have purchased the vehicles that produce the least amount of emissions in hopes of retaining our carpool stickers for as long as possible discovered that the California DMV is not allowing us to apply for renewal until 2019 (our current decals expire on January 1st 2019). This frustrating requirement is entirely unnecessary, and will cause those of us who have vehicles that are already eligible for the new decal to have to wait for the DMV to process our request before we can get a new sticker.
As some of the pioneers contributing to the burgeoning clean air vehicle economy that has flourished in California, we simply wish to see the DMV change the requirement to allow us to apply for red decals before our old decals expire in January 2019. Below is a link to the current DMV decal information/timetable. Thank you for your time.
