It's time to be the CONSTITUTION state again!!
It is time to move forward. CT is no longer in a State of Civil Preparedness Emergency and Public Health Emergency.
Once a state of emergency has been declared, executive powers EXPAND until the emergency ends. By perpetually declaring CT in a state of emergency, Gov. Lamont has continued to advance a 22-month-long tribulation.
From the original Declaration of Civil Preparedness and Public Health Emergencies on Mar 10, 2020 through Jan 19, 2022, Gov. Lamont issued 123 EXECUTIVE ORDERS!!! That is 1 EXECUTIVE ORDER every 5.5 days!!!
Gov. Lamont has overreached his authority. It is time to restore CT’s legislature to its full function and renew a proper balance between the legislative and executive branches of our government. The legislature maintains a critical role in ensuring emergency authority is not abused. A special commission can be formed to extend or reject any emergency proclamations.
Gov. Lamont continues to assert "emergency status" in order to receive federal relief funds that he claims “are contingent on the continuance of certain orders issued pursuant to the emergency declarations.” He insists on “flexibility” for the DPH to negotiate vaccine redistribution contracts and issue modifications to mask requirements.
Sec. 28-9 (a) In the event of serious disaster, enemy attack, sabotage or other hostile action or in the event of the imminence thereof, the Governor may proclaim that a state of civil preparedness emergency exists, in which event the Governor may personally take direct operational control of any or all parts of the civil preparedness forces and functions in the state. https://www.cga.ct.gov/current/pub/chap_517.htm#sec_28-9
CT Statute Chapter 517 § 28-9 gives provision for emergency powers to our Governor under conditions of extreme endangerment. It was not intended to grant one individual the ability to modify state laws indefinitely. As we are no longer in “serious disaster, enemy attack, sabotage or other hostile action,” Gov. Lamont should no longer continue to hold direct control of the functions in our state.
On 9/1/20, Gov. Lamont stated: “CT is not out of the woods yet. Bringing an abrupt end to this state of emergency at this time would cripple our ability to quickly respond to new challenges.”
One year later . . .
On 9/2/21, Gov. Lamont stated: "I think Sept. 30 is too short . . . the pandemic's not over and the need is not going away."
Almost 2 years . . .
On 1/12/22, Gov. Lamont stated: “I think there’s a narrow group of things, going forward, where it would be helpful for us to have a little agility to be able to move fast,” referring to tasks such as having to quickly purchase hard-to-get test kits.
