Crystal Bay Parking rules or Board of Directors must CHANGE

Crystal Bay Parking rules or Board of Directors must CHANGE
Some residents of the Crystal Bay Community in La Jolla are being harassed by the current Board of Directors due to the Parking rules with fines and threats to be towed daily.
The situation - some residents of this community have multiple cars, or large cars that do not fit the space inside of the garage which forces the residents to park outside or at the driveway. The community has changed and the rules are not consistent with the actual needs of the community. The rules were designed to have 2 cars parked inside of the garage, and if the garage is not fully occupied with cars, residents are considered in violation of the CC&Rs.
The problem - the current board of directors chooses to interpret the CC&Rs in the strictest sense ignoring the case-by-case situation of each family. The rules prohibiting street AND driveway parking seem to provide little, if any, benefit to the community and the BOD is not willing to issue permit as needed. There are also disparity and lack of consistency on how the Board of Directors addresses the parking issue with the residents which constitutes discrimination.
Suggestion - the current board of Directors must be replaced immediately and the rules for parking inside of this community must be flexible for residents and visitors based on each case.
The desired outcome - to resolve in the amicable way; however, since this situation has been dragging over 2 years with no avail , including having lawyers involved, homeowners are left with little choice but to challenge the rules through other means wasting resources that could be much better spent.
