The Richland County Penny Tax would like to construct a greenway along the portion of Gills Creek that runs behind the houses on Burwell in our neighborhood. It would begin at Kilbourne Road and run on the other side of Gills Creek towards Jackson Boulevard. It is meant as a pedestrian-only walkway.

After attending the public meeting last week and talking to many residents of the Cross Hill Neighborhood, it appears that there is a strong desire to prevent this project.The building of this greenway would present many challenges to the Cross Hill neighborhood:

1.    There are no plans to place a fence or any kind of barrier on the Burwell side of Gills Creek, leaving the backyards of those residents more accessible to the general public. This presents both a safety and privacy issue for the residents of Burwell.

2.    There will be no parking for this greenway on Kilbourne Road, meaning that people using this walkway who want to start at Kilbourne Road will need to park in and around our neighborhood since the City of Columbia Police Department has been asked to ticket any cars parked on Kilbourne.

3.    Once Richland County has built this walkway, the County has no responsibility to maintain or patrol it. That is left up to the City of Columbia. It will present yet another economic challenge that the City will be required to endure.
