According to the Government, as many as 3,000 horses are thought to be illegally fly-grazing across the country. We believe that this is a gross under-estimation of the problem.

While new legislation has been bought in to deal with fly grazing, it does not go far enough. We need to criminalise fly grazing in England & Wales to ensure a consistent approach throughout, deter recurrent offending behaviour, and reduce tethering which poses major animal welfare issues.   It should be punishable by (at a minimum): a fine and/or 6 month prison sentence.
