People are posting "free to a good home" or "small re-homing fee" because they do not want the animal any more or "can't keep the animal". The animal should be taken to a rescue or a non kill shelter. A better way for Craigslist to go about this is to only let shelters and rescues take the dogs posted on their site. This way the shelter or rescue can go about the adoption process the right way. There are cases when it does not work out with who the shelter lets adopt an animal, but most shelters and rescues want you to give the animal back if you cannot keep it. This would stop people that should not have animals from just taking these poor innocent being and abusing them, using them for dog fights or breeding them.  Craigslist STOP letting people give away animals to who ever or stop letting people post animals on the site period.  Except shelters and rescues.
