Following your letter dated July 13, 2020 regarding the upcoming changes to the 2020/21 tennis season, I was surprised that your presentation does not make any reference to the status of ‘non-prime time’ seasonal booking although Brampton Recreation Department organized four meetings with members involved in this popular form of booking. The respective meetings were organized in order to consult the membership about the potential discontinuation of seasonal bookings for ‘non-prime time’; reason given being that the availability of courts should be more ‘equitable’.

Equitability is in principle a desired concept when we consider how the community resources are shared among its members. But in this particular instance, as all members attending the aforementioned meetings concurred, it was simply not the case that any members were deprived of the possibility to play at least in the ‘non-prime time’, having in mind that most of the time when we played, at least one or two courts were idle i.e. without any players. That issue could have been easily clarified objectively if management had presented at the meetings some stats regarding the occupancy of courts for the entire facility and an analysis by time slot of the day. It is widely acceptable in the modern management theory that decisions should be driven by measurement and analysis, rather than taking into account perceptions or personal complaints, the majority of which came in 2018/19, when the Milton tennis facility was closed and their members were scrambling for court-time.

It is a reality that most of the players attending the ‘non-prime time’ are seniors that for many years come and enjoy the game no matter what, mostly using the seasonal bookings. By doing this they assure a higher degree of usage of the courts because many of them come in groups of four and in order to avoid potential cancellations when some players are not available, these groups have a list of other players that could be used as substitutes when needed. That is really equitable, because that way all players, regulars or substitutes, end up playing enough during a season.

The impact of eventually discontinuing seasonal bookings will be significant, for both players and tennis facility. By having to make bookings each week and potentially having different days of play, a group of four players is going to run into frequent conflict of scheduling because in the other scenario with seasonal bookings i.e. set days of play the entire season, players are planning any other activities or appointments around the set day of tennis play. Subsequently the result will be that less players are going to play, because by not having the four players most of the groups will not play that particular week and playing single is not an option due to some physical limitations. In addition, the recreation facility is going to experience less revenue as a result, a factor that should be considered carefully under present and post-covid period, when Brampton City will most certainly run into budget shortfall issues.

Based on consultations with your staff and many non-prime players, we strongly recommend that some form of seasonal bookings be continued (perhaps limited to a maximum of three courts at any one time) in order to maximize court usage, and to demonstrate the City’s commitment to senior fitness activities
