This is petition is intended to bring a change in ongoing practice of negative bidding in public tenders. It's more specific to the Architecture and Construction Industry. people related to this industry can understand it better and can help by signing for the cause. 

While bidding for public contracts it's observed that tender bids are made in negative, much lower than the set tender price. Even to the extent of -50%.

It results in stress to the contractor who has bid so extreme just to get business, delay in project, quality compromises and unplanned cost overruns for the organisations having such bids. 

The tender price is derived on the basis of well approved standards , rate lists and analysis documents. It is formalised  by industry experts. Accepting any bid below the tender price raises question on capability of officials who prepared tender, and on  the standards that are followed .

Are these standard wrong and establish rates higher than actual?

Have the officers, increased tender price deliberately / ignorantly ? Are they involved in malpractice or are incapable?

If the answer is negative to such questions , how come a bid is feasible below the tender price ?

It's a question on whole system and hence must be barred .

Bids in negative must not be accepted . 

It shall help in building better nation.
