No medical tax district in Hidalgo County!

In 2014 and in 2016 the citizens of Hidalgo County, Texas soundly defeated propositions to create a healthcare and hospital tax district. 

At the 14 Nov 2017 meeting of the Hidalgo County Commissioners Court, Item 8 on the meeting agenda was Healthcare Funding District. The agenda called for discussion and action related to the Healthcare Funding District. This was done as an open act of defiance against the taxpayers of the county.

On 21 Nov 2017, The Texas Tribune sponsored a forum on healthcare reform. This forum was a front for starting a campaign to create a healthcare taxing district under the guise of a medical school funding district.  In attendance were local solons; State Senator Chuy Hinojosa, State Representative Oscar Longoria, US Representative Filemon Vela and UTRGV Medical School Dean Dr. John Krouse. Dr. Krouse's comments and participation in a purely political event as this was a sham forum adds more doubt as to why the medical school exists; does it exist for the financial gain of a few or to increase access to healthcare and train physicians that will stay in the community?

Hidalgo County is one of the 5 poorest counties in Texas. At the heart of the Rio Grande Valley, 33.5 percent of Hidalgo County's population lives in poverty. Home to McAllen and Edinburg, the county also has a high share of poor children with 45.5 percent of children living in poverty.  Yet, Hidalgo County has a very high property tax rate. County residents pay 59 cents for $100 valuation — one of the highest rates in the state.

The taxpayers and citizens of Hidalgo County cannot afford additional property taxes that would result if a medical school tax district was created.  Facts show that the existing healthcare districts in Texas have massive amount of debt. 

Texas Health/Hospital Districts and Authorities Debt Summary for fiscal years 2009-10 show that, at the end of fiscal 2010, Texas’s 105 existing healthcare funding districts held $3.33 billion in outstanding debt.

We the taxpayers of Hidalgo County respectfully petition County Judge Ramon Garcia and the County Commissioners to stop all efforts by the Hidalgo County Commissioners Court to create a medical school taxing district, healthcare taxing district, hospital taxing district.
