Sung Soo Kim started this petition to New York City Council Speaker Corey Johnson and

We the people who care for New York City and are devoted to our neighborhoods, call upon our elected officials to allow a vote on the Small Business Jobs Survival Act ( Jobs Survival Act). The Jobs Survival Act gives rights to our mom and pop owners when their leases expire. Rights needed to survive and negotiate fair lease terms.

The Jobs Survival Act is the only real solution to stop the closing of our small businesses, save jobs, and save the character and spirit of our neighborhoods. This life saving bill would give all business owners the right to renewal their leases for 10 years, equal rights with their landlords to negotiate fair lease terms. And the right to an arbitration process if mutual agreement can’t be reached. The bill will allow our beloved businesses to remain in business and make a reasonable profit, keep creating jobs, be better able to pay living wages, keep consumer prices lower, continue to grow, have a future in NYC, and restore the American Dream for our entrepreneurs.

Without the passage of this legislation giving rights to our mom and pop businesses when their leases expire and giving protection from the out of control sky high rent increases, our long established small businesses will continue to be forced to close and jobs lost. The present one-sided lease renewal process is so unfair that even the most successful businesses can’t gain reasonable rents and fair lease terms.  The lease renewal process so favors the landlords that it’s a “take it or leave” choice only, making our best entrepreneurs little more than indentured servants to their landlords.  Those businesses that manage to stay open can only do so by laying off workers, paying lower wages, raising prices, stopping all growth plans, and having no control of their futures.

The crisis faced by small business owners to survive in business or remain profitable, has grown worse due to the failure of our city’s lawmakers who abandoned their progressive principles to take big real estate campaign money and stopped supporting progressive legislation like Jobs Survival Act to end economic inequality.

Enough is enough, we demand our lawmakers start serving the will of the people and not a few wealthy fat cat campaign donors!
