Hoylake By-Pass to be funded by the Council not the Developer

The Council has recently released a redacted version of the Development Agreement with the "Nicklaus" Joint Venture Group.
The Agreement refers to the "Hoylake By-pass" , however, the section regarding the funding of the highway works has been blanked out.
At a recent meeting with Council officers we learnt that the Hoylake By-pass will NOT be funded by the Developer for the Golf Resort. It will be funded by the Council, despite previous assurances that costs for the resort scheme will not continue to rise.
The Council are to try and secure grant funding, if this is not secured they will use a large chunk of the profits from the sale of the land to fund the road - a road that would not be required if they weren't selling the land!!
Also, they do not intend to replace Hoylake Level Crossing with a bridge, so there will be traffic chaos every time a train passes. The Bypass will be a direct route to the motorway, via Saughall Massie Road - a road already used by over 100,000 vehicles per week.
A recent study by the CPRE concluded that new roads, such as this By-pass, generated even more traffic, substantially increased carbon emissions and other pollutants, increased pressure on the surrounding road network and had significant impacts on landscape and biodiversity. Where new roads were justified on the basis that they would benefit the local economy, economic growth was shown to be either slower than expected or did not materialise at all. In fact, new roads were "as likely to suck money out of the local economy as to bring it in!"
Should our Council be spending OUR money on a new road for a private developer, to make massive profits from a luxury housing estate, when the road is unlikely to bring any positive benefits to the people of Wirral and is likely to bring many negative impacts?
If, like us, you think this is a shocking waste of public money, please write to your MP, all the Wirral Councillors, the Wirral Globe, Liverpool Echo etc.
It is essential that as many people as possible make their opposition to this By-pass and the Golf Resort heard to try to prevent the Council throwing away millions of pounds of Council Tax-payers money on a ridiculously ill thought out scheme that benefits no one but the Developers!
