Harlow Newhall Phase 2 Highway Works
Harlow Council Planning Committee voted on 5/07/17 4-2 in favour of the planning request to have a "Bus Gate" installed on (Old) London Road between The Chase, Newhall and Mark Hall Sports Centre.
This will close the road to through traffic except buses and emergency vehicles.
No evidence or modelling was provided to support the case that the road would become a "rat run" or a danger to school children (the road runs past Mark Hall Academy). Mark Hall school entrance has always been on a busy main road.
If the "gate" is installed Church Langley and Newhall residents will only be able to leave their estates via the A414. They will need to join the throng of commuters in order to go about their daily lives - take their children to school, the doctors, the shops etc. The A414 is regularly snarled or at gridlock, any problem on the M11 results in huge delays and tailbacks from the current motorway junction to Mark Hall school roundabout and beyond.
Local residents have used this road as an "escape" road for nearly 30 years and video evidence suggests that (Old) London road is NOT currently used as a rat run.
We would like to see the Traffic Regulation Order requiring a bus gate to be removed from the planning requirements - the builders say they cannot build more than 200 homes with this clause in place.
Once Newhall, The Enterprise Zone and J7a are complete, the traffic situation can be reviewed and if calming is required other traffic calming measures be used without having to close the road entirely.
