Paul Fondie started this petition to Councillor Alexander Ehmann, London Borough of Richmond upon Thames

Although intentions of having a blanket 20 mph speed limit is admirable, the evidence for its safety benefits are not backed up by scientific studies.  This petition is to request the council to set speed limits for each road type in line with that recommended by engineers.

A 4 year study by the DoT into 20mph speed limits concluded that they have no discernible effect on improving road safety and may actually go so far as making our roads more dangerous.  A study by Penn State also indicated that when speed limits are set at 10 mph or more that recommended by engineers, safety decreases.

20 mph may be appropriate near schools, hospitals, and small, residential streets.  But the blanket approach means it is in effect on roads like Kew Road, resulting in decreased safety.
