The Council Rock school board's decision to return our kids to school 5 days a week with limited to no social distancing is not consistent with the CDC and health and safety guidelines, and may be putting all students at risk. Districts have an obligation to provide a safe educational environment. Districts can not bully any student/family into choosing 100% virtual schooling because they opt not to provide families with a safe in school environment. In addition there are IEP students who cannot receive their IEP accommodations in a virtual setting. Those students/families should not be put into a position where they have to chose between health and safety vs. education and mental health.

The Pennsylvania Department of Education offers the following guidelines. (At the time of the board vote on 11/5/20 Bucks County was in the moderate range with a +190 rate per 100,000 residents and a PCR percent of 6.9%)

•         Instruction model depends on level of COVID incidence (per 100,000 residents) and/or positivity rate in your county

•         Low (<10/<5%)                             Full in-person OR Blended

•         Moderate (10 thru <100/5% thru <10%)          Blended OR Full remote

•         Substantial (100+/10%+)             Full remote

The department of education also offers the following guidance for transitioning between learning models:

A county’s corresponding threshold may change week-by-week as incidence and percent positivity rates rise and fall. In order to confirm stability of county transmission, when a county’s corresponding threshold changes, school entities should wait to see the results from the next 7-day reporting period before considering a change to their instructional models. To ensure the most effective transition for students, it may be appropriate for a school to wait even longer, up to a full marking period, to transition to an instructional model that increases in-person instruction.

The solution is to keep the current options of 100% virtual or Hybrid with CDC recommended social distancing until it's safe to return to full in-person as per the Pennsylvania Department of Education.
