Where the Town of South Bruce Peninsula passed By-law 122-2012 changing the electoral system from a "Ward System" to a "General Voting System" reducing the composition of Council from 9 members to the minimum required under the Municipal Act of 5 members including a Deputy Mayor and Mayor or "Head of Council" which it is now referred as under Section 217 of the Act.

2 terms of a 5 member Council will have passed by the time voting takes place in 2022. A smaller Council was intended to operate more efficiently and be able to make decisions quicker and without overly lengthy debate. What is perceived as less representation, less debate, less critical thinking and unbalanced decision making has many in the municipality concerned and sometimes suspicious of decisions made. Let's improve communication and transparency with a very important first step.

This petition is to reopen the debate of Council composition and electoral review so that there is a more balanced decision making process that is representative of the entire municipality. We are suggesting that the Ward System be reinstated with 6 ward Councillors (2-Albemarle, 2 Amabel, 1 Wiarton, 1 Sauble Beach as an example) and a Head of Council (Mayor) elected at large.

We feel that a Council of 7 is an appropriate representation that will allow for healthier debate than a 5 member council yet resisting the issues that a 9 member council experienced prior to 2014.

Please consider this petition as an attempt to improve discussion and encourage more balanced decisions and better representation of the entire municipality.
