The foster care system only covers young adults in the program's health insurance until the age of 21. However, this is an unrealistic age to assume that children from the system are capable of supporting themselves independently with sufficient financial means. This is unrealistic because most young adults that are in the process of "aging out" of the system and its benefits have to drop out of school or not seek further education past high school. They need to work full time jobs in order to have a source of income for basic human necessities which prevents them from getting a degree and having a better opportunity of finding a higher paying job. A young adult NOT in the foster care system is legally still covered by their parents/guardians insurance until the age of 26--this same concept should be a factor when considering the age which foster care children stop receiving insurance from the system. 

If a young adult whose parents pay for their education and housing is considered for insurance coverage until the age of 26, a young adult in the foster care system who has no other means of financial support, no one to depend on for housing or covering their education, and is likely not going to receive further education in order to make a living should be regarded under the same light.
