We are concerned about the new proposed contract for health & social care funding in Cornwall. We believe that the contract gives little thought to person centred care & support. Care homes will be asked to 'bid' for new residents and the council have confirmed, during consultation, that vulnerable adults will be placed in the care home offering the cheapest fees. The family may choose an alternative placement but will be asked to 'top up' the fees out of their own pockets. For many, this will be financially impossible. No thought has been given to the logistical difficulties that families may face if they, for example, live in Penzance and their family member is placed in Saltash (70 miles away). Many relatives of elderly residents in care are elderly themselves, many don't drive and rely on public transport. We say that this is a potential breach of their right to family life. It is also flying in the face of Cornwall Council's Care Home Specification. In addition, the new contract intends to impose what we feel are unreasonable and unrealistic demands on care home providers which will see care homes across the county of Cornwall struggle to pay their staff or to keep staffing levels at a safe ratio to residents. Care homes may struggle to Safeguard their residents and this is a huge concern. Full details of this proposed new contract may be found on Cornwall Council's website.
