Law requiring dog and cat owners spay/neuter,or obtain a permit to breed

We are proposing a solution to a problem that is of great concern to many. This is of an urgent Nationwide matter. The numbers of our companion dogs and cats destroyed in shelters every day, is staggering. Obviously if there were laws such as this in place, it would allow the shelter pets more time to be adopted before being destroyed. But there are multitudes more coming in,..and for these also, put to death...on and on and so further on...; With a law such as this passed, there should be exceptions allowed along with a note from a veterinarian.  Keeping in mind that there will be many that would not comply or get caught, we firmly believe that it will still cut down dramatically the devastation because of those that Will comply..People would't find it so hard to have their pet fixed, knowing they'd face a substancial fine should they not comply. It's time for change. One just can't hope pet owners do the responsible thing..(although I'm sure many do), there are far more that  DO NOT. Too many are complacent, or ignorant and indifferent. Thus it is become a cruel and complete holocaust of countless good and innocent animals...and That....is a Travesty.

A few recent comments:

("Kenya has a mandatory spay/neuter program, they help if the owner cannot afford neutering, and they have a no kill policy for healthy animals.
In the Third World Country!
America, your priorities are skewed.").

("Please consider this bill as it is a necessary step in controlling the animal population. Not only will it help to reign in animal cruelty brought about by puppy mills, but it will help towns and communities with monies spent on animal control facilities, strays, and shelters. Please - be the voice for those who are voiceless! Thank you.")

("This is something that needs to happen .. we have tried leaving it to peoples good sense & it got us to where we are today! With millions of companion animals being killed in shelters each year. It is a shameful situation & implementing spay neuter laws would go a very long way to fixing it . Defiantly a Must Sign").

("That healthy, adoptable dogs and cats killed each day in the U.S. is itself a crime. These pets feel fear and pain; all they want is a good home. We allow people to breed their dogs and cats with no regard to the outcome, which is more deaths in shelters, funded by taxpayer dollars. Mandatory spay/neuter laws make sense").

Congressional Leaders US Legislature
I just signed the following petition addressed to: US Legislature.

----------------
Law requiring dog and cat owners spay/neuter or obtain a permit to breed

We are proposing a solution to a problem that is of great concern to many. This is of an urgent Nationwide matter. The numbers of our companion dogs and cats destroyed in shelters every day, is staggering. (Please copy and paste to see a very short and powerful video: 58 seconds, please view.. http://youtu.be/eiuJM4zDD8o ).

Further, some forms of euthhanization, are not "humane", but are rather very cruel, such as gas chambers, which are no longer used for even the most hardened criminals. Further, we the people, do not want the taxes we pay funding shelters to kill our animals!

Obviously if there were laws such as this in place, it would allow the shelter pets more time to be adopted before being destroyed. But there are multitudes more coming in, and for these also..put to death....on and so further on...; With a law such as this passed, there should be exceptions allowed along with a note from a veterinarian. Keeping in mind that many would not comply or get caught, we firmly believe that it would still cut down dramatically the devastation, because of the many that Will comply. People wouldn't find it too difficult to pay to have their pet fixed, knowing they'd face a substancial fine should they not comply; and there is a national registry for free and low cost clinics. Further to abolish puppy mills would go a long way towards healing cruel situation.

It's time for change. One just can't hope pet owners do the responsible thing..(although I'm sure many do), there are far more that DO NOT. Too many are complacent, ignorant, and indifferent. And so therein lies the cause of this horiffic and dire situation. It's past time now our Govt. must step in. And if you will really take a look, you will find that it would be far more economically feasible than the present system, as well. A mandatory spay/neuter law makes sense.

Our animals in America...who only have our voice for their welfare, but clearly have feelings and emotion--- May our Government do right by them.

We cannot stress enough, that it is become a cruel and complete holocaust of countless good and innocent animals...and That... is a Travesty.
