Congressional Black Caucus: Call on Mike Pence to Pardon Keith Cooper

Since March 2014, Indiana Governor and VP-elect Mike Pence has had an Indiana Parole Board recommendation for a full pardon for Keith Cooper. The parole board’s recommendation was based upon overwhelming evidence of Cooper’s innocence of a 1997 charge of robbery resulting in serious injury. More than 112,000 people have signed an online petition since August 2016 calling upon Pence to pardon Cooper: Yet to this day, Mike Pence has refused to grant Cooper a pardon.

The injustice against Cooper continues both by Pence’s refusal to pardon him and by the efforts of Indiana’s Attorney General-elect Curtis Hill to block Cooper from having a new trial. In 2006, as district attorney of Elkhart County, Indiana, Hill brokered a deal with Cooper for his release from prison on time served, but only if Cooper also agreed to drop his appeal of his conviction. With his family then living in a homeless shelter, Cooper accepted the deal. Hill’s office offered Cooper the deal while evidence was accumulating of Cooper’s innocence, and that evidence now includes DNA which points to a different perpetrator, the recanted testimony of the victims of the robbery, and a call from the original prosecutor of Cooper’s case for a pardon.

With this petition, we are asking the Congressional Black Caucus to call Mike Pence to account for his inaction.
