Marjuan Fleming #15605-040 was convicted of violating Title 21 U.S.C 841(a) and Title 21 U.S.C 841(b)(1)(c) (five grams or more of cocaine base). He has since  served approximately half of the 23 year sentence he received on 8-26-2011.

Many young men having just received such a stiff sentence would have given up, but not Marjuan. He instead chose to better himself by taking as many educational classes and job assignments as he could, and to date, has completed approximately 63 educational courses/job assignments. Work Performance  Rating reports are documents that the Federal Bureau of Prisons uses to rate how effective an inmate actually is on his or her job assignment. The categories rated are as follows: A. Quality of Work; B. Quantity of Work; C. Initiative; D. Interests, Eagerness to Learn; E. Ability to Learn; F. Need For Supervision, Dependability, Safety,  Care of Equipment; G. Response to Supervision and Instruction; H. Ability to Work with Others; and I. Overall Proficiency. It should be duly noted that Marjuan has received the highest rating possible in each of those categories. 

On February 9, 2021, in a letter to the Honorable Judge Paul Maloney, S. Lyons, a Correctional Counselor, had this to say:   "Your Honor,  I am writing this letter to recognize the behavior and character displayed by inmate Marjuan Fleming #15605-040. I have been his Correctional counselor since November of 2016. During this time inmate Fleming has displayed a respect for staff,  willingness to work and character that I would like to see in all of the inmates I am responsible for. In the five years that he has been assigned to me I witnessed him de-escalate situations among other inmates making the unit safer for both inmates and staff. He also mentors younger inmates who are struggling with life in prison and is an example to them of good behavior and how to conduct oneself. Inmate Fleming was hired as a unit or orderly in 2018 washing the drinking fountain. A job given to new inmates as a means to start working in the unit. Today inmate Fleming is the head orderly in charge of the unit's sanitation and hygiene. A task of even greater importance during the Covid-19 pandemic. Please take this into consideration when contemplating inmate Fleming's case when it comes before you. "

Unfortunately, like so many other young black men, Marjuan is being victimized by a Judicial mindset that was created during the Reagan administration, which created laws that unfairly targeted Black's and minorities. By signing this petition you will give him the support he needs for the commutation request he plans to file. His Institutional conduct alone warrants a second chance.
