Paul Foulsham started this petition to Congress Senate.

During WWII the 2nd Ranger battalion earned their first Presidential Unit Citation for taking and holding the cliffs of Pointe du hoc on June 6, 1944, D-Day. In December of 1944 in Bergstein, Germany, the Rangers were ordered to take Hill 400 of which no one else was able to do. The Rangers took and held the hill until relieved. Upon leaving the hill only about 25 Rangers remained and all were wounded. All the Rangers believed that this action was much more difficult than the D-Day invasion.

After the war, the Rangers began the mission of trying to obtain the citation with no positive results. One of the Rangers who was there for D-Day and Hill 400 was a dear friend of mine by the name of Antonio "Tom" Ruggiero and before he passed away he asked me to continue the fight for this long over due recognition.
