At long last, U.S. military withdrawal from Syria has begun. Despite suggestions by National Security Advisor John Bolton that the Syria withdrawal could be delayed, the Washington Post reported that “all military personnel were expected to leave Syria in 60 to 90 days.” Pentagon officials told The Wall Street Journal they haven’t received any new directives, and until they do, will move forward with the original withdrawal plans. “Nothing has changed,” a Pentagon official said. “We don’t take orders from Bolton.”
 
But Senate Majority Leader Mitch McConnell doesn’t seem to have gotten the memo. On Monday, he intends to force yet another cloture vote on Marco Rubio’s Middle East policy mystery sandwich, which Defense News reported was intended as a rebuke to Trump for announcing the Syria withdrawal.
  
Congress should close and lock the door on unconstitutional war on Syria by re-asserting its war powers. Under Article I of the Constitution, re-affirmed by the War Powers Resolution in 1973, Congress, not the President, decides when to use military force. If Members of Congress now invoke the War Powers Resolution to force floor votes on withdrawing U.S. forces from Syria within four months, who will dare to vote no, given that the Pentagon has said that U.S. forces will be out in 90 days?

The Senate proved that it could vote to end unconstitutional war when it voted to end unconstitutional war in Yemen. If Congress can vote to end unconstitutional war in Yemen, why not in Syria?
