I am a 6th year educator in the state of North Carolina's public education system employed by Charlotte-Mecklenburg Schools (CMS). With the widely accepted use of cell phones by children of all ages and the increased concern of disciplinary and behavioral issues being voiced by today's educators and parents alike, I would like to propose the "Disruption of Education Law" designed to curtail these concerns in our tax funded public education system, optimizing the learning process and giving our students the education they deserve and are entitled to by U.S. federal law. 

It shall be made illegal and punishable by law to disrupt the learning process by any student, at any age, as education is paid for by U.S. tax payers dollars and misuse of this time is to be considered stealing from the American taxpayers.

Parents will carry the burden of fees and penalties incurred based upon the severity and frequency of the disruptance, disturbance, and infringement of a classmates education due their child's behavior in the learning environment. 

Clause: If a student does not want to participate in public education upon the age of 14 (the legal age a student can work with a signed child employment certificate which can be obtained at Dept. of Labor or Social Services office) the parents/students can opt out of the public education system and join the workforce earning an income as productive members of society.
