WHEREAS, On January 20, 2017 Donald J. Trump took the oath of office and assumed the office of President of the United States; and Whereas even prior to that event Mr. Trump repeatedly demonstrated aberrant and questionable behavior during debates and in messages on social media; and whereas, he has as recently as March 4, 2017 revealed a continuing paranoid state of mind where he imagines a conspiracy against him and that his telephones were wiretapped prior to the inauguration by the previous President of the United States; and Whereas, as Commander in Chief of the armed forces of the United States he wields considerable power to engage in military activities and has control over the nuclear codes and Whereas, the 25th Amendment of the Constitution of the United States provides a mechanism for removal of the President in cases of disability


That an independent bipartisan committee of legislators be formed to agree upon an independent psychiatrist to examine and evaluate Donald J. Trump and deliver his report to the nation on whether Donald J. Trump is under a mental disability to the extent that it warrants the invocation of the 25th Amendment and immediate removal from office.
