In 2018 - 2019 school year the HiCap office decided to change the requirement to 98th percentile and above in IOWA to be qualified in hicap program, then they changed it back to 95th percentile and above in IOWA to be qualified like the previous years.

They said the reason that they changed it back to previous year requirement because they needed to be consistent in their data and was mentioned that it will remain the same until year 2021, if I remember correctly.

If this is the case, why did the HiCap office change the requirement to be qualified in hicap program for 1st graders this year?

I feel that the now 2nd graders who scored 95th percentile and above in NNAT3 last year (when they were 1st graders) to have the same opportunity as the 1st graders this year and automatically be qualified for Highly Capable Services. 

It’s unfair for those now 2nd grade kids not to have the same opportunity, just because they’re a year older. 

The different criteria between last year and this year might create a community division. It hints that current first graders got a “free pass” as previous years reached the same bar while in first grade but didn’t get qualified for Highly Capable Services.
