Fifth District Elementary School Parents Seeks Removal of Principal, Paul Scott

The families and community served by Baltimore County’s Fifth District Elementary School (Upperco, MD) call into question the credibility of, and lack of leadership by, the school’s current Principal, Paul Scott.  This petition is intended to provide a voice to those who are not satisfied with the performance of Paul Scott.

Among the school’s stated mission and goals is the dedication to: “a learning environment that values and nurtures each child’s social, emotional, physical, and intellectual development.” We have strong evidence that supports Mr. Scott is not meeting this stated goal.

Parents, students, teachers, and administrative staff have voiced concerns that there is a closed-door policy that has led to a lack of investment in understanding the specific needs of the school and its student body. His lack of presence and unwelcoming style have drastically changed the once friendly dynamic of the school. There have been missed opportunities and missteps due to his of lack leadership and inability to handle spontaneous situations that are typical to the day-to-day happenings of an elementary school.  

Given our grave concerns about Paul Scott’s poor fit for our school, we have reached out to parents at Timber Grove Elementary – the school that Paul Scott served as principal before coming to Fifth District. Their feedback and experiences are, unfortunately, consistent with ours: “He was uninvolved, shoved problems aside and was never around to speak” and “Unfriendly, unwelcoming. We were so happy to see him go.”

We strongly feel that Principal Scott’s immersion and integration into the school has not taken place nearly a full school year after assuming the role. His closed-door policy and unwelcoming nature remain in effect. His lack of leadership, lack of transparency and lack of sound decision making are profound. With Principal Scott’s inability to follow BCPS’s strict guidelines and policies, we question his interpretation of several decisions that have had a devastating impact on students and families this year. This pattern of behavior will not serve our current and future students.

We seek Paul Scott’s immediate removal from Fifth District Elementary School.
