Dear CONCACAF Executive Committee and Member Countries,
 
Many of us, not just Haitians, but also Mexicans, Americans and others who watched the Haiti versus Mexico Semi Final Gold Cup match on July 2nd, 2019, are outraged at the manner in which the outcome of a beautiful and hard fought game was decided by the referee. The general belief by all when the soft penalty (#NoEraPenal) was awarded to Mexico was that there was a preference for financial reasons by CONCACAF to have another Mexico versus the United States Final, because those two teams represent the biggest soccer market share in the region.
 
There have been 15 editions of the tournament since the CONCACAF Championship was rebranded the Gold Cup in 1991.  Ever since then:
 
·      The United States has either hosted or co-hosted the tournament all 15 times
·      The United States or Mexico have won the tournament 14 out of 15 times
·      There has been a United States versus Mexico Finals 6 times
 
To remove any suspicion that the U.S. or Mexico are the teams of choice favored by CONCACAF for financial reasons to win the Gold Cup, we are asking that CONCACAF make the following changes:
 
1.   Use VAR
2.   Have Gold Cup Finals outside of the U.S.

In addition, as a compromise for Haiti's Semi Finals match that ended controversially in Mexico’s favor, we are asking:

1.   Schedule a Mexico vs Haiti Friendly match which will serve as a rematch of sort
2.   Schedule a U.S. vs Haiti Friendly match as this matchup would have been the Finals had Haiti won the game against Mexico
3.   Both friendly matches can be scheduled at Red Bulls stadium or MetLife stadium in the New York City metropolitan, which has a substantial Haitian community in the U.S.
4.   Proceeds for the friendly matches mentioned above can be put aside toward building an international medium size stadium in Haiti (preferably in the touristic and historic city of Cap Haitien) because we Haitians want to pay for our own stadium so we too can get to support our teams in a competitive tournament

Haiti is the most soccer-crazed country in CONCACAF.  The country literally stopped and celebrated carnival-style for hours well into the night the improbable come from behind Quarter Finals win over Canada recently.  If this is how we Haitians celebrate a Quarter Finals win, imagine what the celebration would be like if Haiti wins the Gold Cup one day?
 
We believe with these requests, CONCACAF can regain the trust of soccer-crazed fans in the region, and most definitely in our beloved country of Haiti.
