All states have short comings while skirting demographics of it's residents. For example, Transitional Assistance Programs are designed to keep people stuck. Perpetuating a cycle of poverty and discrimination(s). Rather than assisting those burdened with financial hardships, more often "middle-class" people are turned away in times of dire need, assuming they will find a way to make ends meet.

Educational Institutions marginalize students based on criteria ranging from income, to race/ethnicity, and forced social curriculum. State departments seem to turn blind eye to the unnecessary and undue burdens that their lack of operational structure breeds into procedures, in turn burdening residents, recipients, and prospective applicants. 

Local and State Governments control and allocate funds, yet refuse true transparency to the public which funds MOST ALL social programs. These same government agencies in-turn cherry pick distribution of opportunities back to the people, repetitively taking away programs and funding. 

People could use their own tax money more wisely, making a major social impact- while receiving benefits, if it were going to independent Nonprofits rather than State or Federal "Nonprofit" departments.
