3501 Garden Drive is currently a vacant lot zoned R-1A, which allows "low to medium population density". A developer is proposing to build a 3200+ square foot multi-family (apartment) unit on this single lot. On June 8th at 1:30 pm a Use on Review hearing will be held to determine whether this plan will be approved by the City. This developer currently owns several other rental properties throughout Knoxville that are in such disrepair the City has repeatedly fined and condemned the properties due to health code violations. As recently as February 2017 the city deemed one of the rental properties as "an attractive nuisance...so damaged, decayed, dilapidated, unsanitary, unsafe, and VERMIN INFESTED that it creates a serious hazard to the health and safety of the public". Currently there are no plans to improve the sidewalks, roads and, sewer lines, etc.. to accommodate the impact this would have to the neighborhood. This lot sits within a couple blocks of two different schools that both have a lot of students who walk.
This Use on Review hearing does not require the lot to be re-zoned. All that is required is a vote by the City of Knoxville MPC commissioners. Unless there is enough community objection to this development, the plan will be approved. Concerns and objections can be expressed 1. By signing the petition 2. Submitting letters/emails explaining why the neighborhood objects this development to email@example.com 3.Contacting MPC commissioners directly and 4. Attending the June 8th hearing.
