Allow off-campus housing for CC juniors

As of this year, Colorado College's rising juniors will be prohibited from living off campus. While this would not be an issue if there was sufficient housing available on campus (i.e. more apartments), for students who do not get an apartment the options consist of dorm-style small house living. Not only is this more expensive for many students, it requires them be on the meal plan for another year, which for some is unappealing and adds additional cost. Living off-campus enables students to gain experience in self sufficiency and start transitioning to a more independent, adult lifestyle. In addition, juniors should be able to go abroad without fearing that it will jeopardize their housing upon return. While we respect the colleges' focus on community, it is not realistic to keep juniors on campus given the current state of housing.
