Catalytic converter thefts are on the rise and scrap yards are facilitating the thefts by purchasing stolen catalytic converters. Pass legislation to make said Sellers and purchasers more accountable. Stolen converters are being bought by someone. There needs to be more regulation of the buying and sellling of catalytic converters. Right now there is little to no regard for any existing laws. Every single scrap yard disavows the practice and they still continue to buy stolen goods from questionable sources. Each catalytic converters should be marked on purchase and a photographic record with legitimate identification should be required. In this way stolen items could be traced to the seller. It is a very lucrative business and the costs associated with such a program would be minimal and could be absorbed by the industry..
