Friends of Eleanor Park INC started this petition to Colonial Beach Town Council

The undersigned concerned citizens hereby petition the CB Town Council to keep Eleanor Park as Open Green Space. We encourage the council to pursue, with assistance from local 501(c)(3) charities, a grant that would compensate the town for putting a conservation easement on this pristine two acres on The Point in perpetuity. Furthermore, we encourage such an easement to allow for development of the park into public open green space to enhance the value of our town and mediate storm water issues; to conserve habitat for bald eagles, ospreys, and other wildlife; to provide educational opportunities related to history and natural history; and to improve the quality of life for both residents and visitors. 

History: In 1882, the original developer of White Point Farm Subdivision, Henry J. Kintz, established Eleanor Park and other public amenities "To have and to hold the same in trust for the benefit and enjoyment of the owners of the lots in said subdivision forever..." (Westmoreland County Deed Book 43 Pages 20-22). After the Town of Colonial Beach was incorporated 1892, Eleanor Park continued to be used as public space by various groups for camping and other activities, until the town added water and electricity in the 1960s and began granting annual leases for trailers in the 1970s. 

Much of the other public land dedicated to the lot owners in the 1882 Deed has been sold to private owners over the years with Eleanor Park remaining as our Town's "Jewel" on The Point with vistas unavailable elsewhere in Town.  Eleanor Park has been continuously used for the benefit of the public since that time, primarily as a park that allowed camping and other group activities, and for a short time  as a public trailer park with lots available for rent.
