The post of President, NUIG / Post an Uachtaráin, OÉG

Dear Colleagues in the College of Business, Public Policy and Law,

The Governing Body of the National University of Ireland, Galway has proposed to revoke the statutory requirement "for the President of the University to have a proficiency in the Irish language".

A large number of colleagues in the College of Arts, Social Sciences and Celtic Studies have given their support to an alternative proposal, namely, that the person appointed President of this University should have appropriate proficiency in Irish either on appointment or by a specified time thereafter.

This is an entirely positive, non-exclusionist proposal.  It would mean that no one would be excluded from applying for the post of President on the grounds of not having proficiency in Irish, and that whoever was appointed would either have proficiency already or would acquire it by a specified time thereafter.

We are now writing to colleagues in the other Colleges of the University to canvas support for this proposal.  If you agree with it, please sign this petition.

NUI Galway has unique statutory responsibilities in regard to the Irish language, and it receives significant funding to meet them.

Bilingualism is a real aspect of life in the West of Ireland: the University is adjacent to the largest Gaeltacht in the country, and Galway City achieved the status of Bilingual City in 2016.

Galway was named European Capital of Culture for 2020, with Language as one of its three major themes.

We believe that as Head and leading Spokesperson for this University, the President should have, or should acquire, proficiency in Irish as well as English.

Yours, on behalf of supporters of this petition,

Máirín Ní Dhonnchadha (Prof. of Old and Middle Irish)

A Chomhghleacaithe i Scoil an Ghnó, Pholasaí Phoiblí agus Dlí,

Tá moladh déanta ag Údarás Ollscoil na hÉireann, Gaillimh go gcuirfí ar ceal an riachtanas statúideach "d'inniúlacht sa Ghaeilge do phost na hUachtaránachta".

Tá tacaíocht tugtha ag líon mór comhghleacaithe i gColáiste na nDán, na nEolaíochtaí Sóisialta agus an Léinn Cheiltigh do mholadh difriúil, is é sin, go mbeadh inniúlacht chuí sa Ghaeilge ag an té a cheapfaí mar Uachtarán ar an Ollscoil seo ag tráth an cheapacháin nó laistigh d'achar sonraithe ina dhiaidh sin.

Is moladh lán-dearfach, neamh-eisiach é seo.  Chiallódh sé nach mbeadh bac ar dhuine ar bith cur isteach ar phost an Uachtaráin ar an mbonn nach raibh inniúlacht chuí sa Ghaeilge acu, agus go mbeadh inniúlacht chuí sa Ghaeilge ag an té a cheapfaí cheana féin nó go mbainfidís sin amach laistigh d'achar sonraithe ina dhiaidh sin.

Táimid ag scríobh anois go comhghleacaithe i gColáistí eile na hOllscoile chun tacaíocht a lorg don moladh seo.  Má thacaíonn tú lei, sínigh an achainí seo le do thoil.

Tá freagrachtaí statúideacha sainiúla ag OÉ Gaillimh i leith na Gaeilge.  Tá mar aidhmeanna straitéiseacha ag an Ollscoil campas eiseamláireach dátheangach a chothabháil, agus faigheann sí maoiniú substaintiúil chun iad a chomhlíonadh.

Gné réadúil den saol in Iarthar na hÉireann is ea an Dátheangachas: tá an Ollscoil i ngar don Ghaeltacht is mó sa tír, agus bhain Cathair na Gaillimhe stádas mar Chathair Dhátheangach amach sa bhliain 2016.

Tá Gaillimh ainmnithe ina Príomhchathair Chultúrtha Eorpach don mbliain 2020, agus roghnaíodh 'Teanga' mar cheann de thrí mhór-théamaí na cathrach ina leith sin.

Creidimid gur cheart go mbeadh an tUachtarán, Ceann agus príomh-Urlabhraí na hOllscoile seo, inniúil ar Ghaeilge chomh maith le Béarla, nó go mbainfeadh sé/sí an inniúlacht sin amach.

Is mise, thar ceann lucht tacaíochta ha hachainí seo,

Máirín Ní Dhonnchadha (Ollamh le Sean- agus Meán-Ghaeilge)
