Why this petition matters

The AE aspirants of the state of Arunachal Pradesh on 3rd January, 2022 had a meeting-cum-discussion at I.G Park on the issue of very low number of recruitment post of AE conducted by APPSC.

The movement was spear headed by JOHN MARO YIGAM originally but after the end of discussion it was unanimously decided by the masses that this issue be under the aegis of ALL ARUNACHAL UNEMPLOYED CIVIL ENGINEERS ASSOCIATION (AAUCEA).

All the candidates of Assistant Engineer (Civil) recruitment examination, slated to be conducted by the Arunachal Pradesh Public Service Commission (APPSC), are unhappy with the number of vacancies.

The Commission had on May 4, 2021 issued an advertisement for recruitment of 17 AE (Civil) posts, including 4 under Hydro Power Development, 12 under Public Works Department and 1 under PHE & Water Supply Dept.

Four months later, on September 17, an 'Addendum' was published by including one post under the Water Resources Department (WRD) for the proposed examination, raising the total number of posts to 18. Of the total posts, 14 posts are reserved for APSTs, and one for persons with disability (PwD). 

The present vacancy is very less compared to the last examination held in 2016-17. There were 60 posts for 2200 candidates. But now for a total of 4332 candidates, there are only 18 posts among which three are unreserved.

We know through facts and RTIs that there are huge numbers of engineering department without AEs and JEs are officiating as AEs. We demand that these AEs post be vacant and be filled through normal recruitment process.

Also, the former Governor of Arunachal Pradesh Shri. J.P RAJKHWA on his official press release dated 10th February, 2016 has issued an OFFICE MEMORANDUM (OM) citing "CANCELLATION OF ALL OFFICIATING OR FUNCTIONAL APPOINTMENTS AND THE PROMOTION MADE ON 'OUT-OF-TURN' BASIS WITH IMMEDIATE EFFECT.
