Leakage in Temghar and other Dam ,Threat to Life of Citizens -Third Party Audit Required

The Issue

A few responsible citizens of Pune visited the Temghar dam in Pune district for inspection. It was found that the dam is leaking considerably following the recent heavy rainfall. Moreover, the dam is covered with vegetation on a large scale, indicating that the concrete used in the dam has a large mix of soil in it. (The presence of soil in the concrete reduces its strength.) While average life of the dam is 50 years, the dam has already developed cracks within 15 years, a proof of the poor quality of construction. Like Temghar dam, the Varasgaon, Panshet, and Pavana Dams are also suffering from similar problems of water leakage and vegetation growth. The RANADE Committee was appointed in 2014 by Government of Maharashtra to look into these problems. It took two years for the committee to make the report. The report calls for Swift and proper action to prevent further life threatening damage. Also, strict action needs to be taken against contractors of this dam, M/s Soma Construction and M/s Shrinivas Construction, forcing them to carry out repair work immediately with their own funds. Unfortunately, the government, instead of penalising the contractors, has awarded a new tender of no less than 95 crores for repair work! This wastage of money is highly unacceptable. This shows that this government has hidden support for these irresponsible contractors and points the needle of suspicion to corruption at the highest levels. Hence, We the citizens of Pune demand that: 1. There should be third party audit of every Dam in Maharashtra. 2.Legal action must be initiated against the responsible Contractors. 3.Instead of using tax payers money on repair works of these dams, government must make the respective contractors pay for the repair works.
