The City of Cleveland requires that neighborhood groups hosting local block parties hire and pay for two police officers for any event in the street in order to obtain a permit.  This rule is not part of the event permit law, but is demanded by the Mayor's commissioners.  The costs of hiring two off-duty police officers can add up to at least $280 (plus $20 permit fee and added cost of required money order), more than 65% of an ordinary event budget.  The City's Department of Recreation, who issues the permit, refuses to allow for either privately hired security or for the police officers to attend without firearms.  This cannot continue to be our City's policy.

The reality today is that more than 60% of Clevelanders live in or near poverty, and the additional expense to hire unnecessary police officers for a neighborhood gathering means that most cannot afford to gather together on their street legally.  More importantly, forcing communities to pay out of pocket for the attendance of armed law enforcement is outrageous.  Consider the choice many face: pay the police or your block party is illegal.

I believe there must be a better method to ensure public safety--many other cities do not require the presence or direct hiring of armed law enforcement for community events.  Local ordinance 131.07 describes the rules for obtaining a street permit.  In 2018, a few City Council members agreed that the policy should be changed, yet here we are in 2020--nothing's actually changed.

Please sign and share this petition to eliminate Cleveland's requirement that all organizers of special events, including block parties, hire and pay for armed police officers to monitor the event. TEXT OF PROPOSED AMENDMENT:

Section 1. That Section 131.07 of the Codified Ordinances of Cleveland, Ohio 1976, as enacted by Ordinance No. 164-18, passed March 5, 2018, is amended to add subsection (g) immediately after subsection (f) as follows:

(g)   The Director shall not require the applicant person or entity to hire police officers for any special event.
