3599.16 Misconduct of City Council members

I write to you as a resident of Cleveland to inform the Secretary of State of the "Misconduct" employees and officers of the Cuyahoga County Board of Elections engaged in with Cleveland City Council President Kevin Kelley in violation of Title 3599.16.
3599.16 Misconduct of member, director, or employee of board of elections - dismissal.
On January 31, 2020, Bill Ritter of an initiative committee named "Clevelanders First" announced that he was withdrawing petitions to shrink council he should have withdrawn by “giving written notice of the withdrawal to the secretary of state” on January 7, 2020. He missed the deadline by 24 days. There is no other statutory language for withdrawing initiative petitions other than what’s written in Section 3519.08(A) of Ohio’s Revised Code.
As a resident of Cleveland my rights as a voter were obstructed. So were the voting rights of 22,000 other Clevelanders at the hands of co-conspiring officials between the City of Cleveland and the Cuyahoga County Board of Elections. An election was obstructed, votes were not counted, the constitutional and statutory rights of the Secretary of State were obstructed.
I am requesting a full investigation of the known facts by the Secretary of State. I am strongly demanding that federal and state voting rights Cleveland officials obstructed be prosecuted and removed when/ if the investigation proves in violation.
