Magellan Midstream is seeking to build a 58 tank petrochemical storage facility in the sensitive Armand Bayou watershed (Source 1). A report by the Houston-Galveston Area Council states, "the Armand Bayou watershed retains some very unique and valuable natural areas (i.e., habitat. Lower Armand Bayou is one of very few unchannelized stream segments in the Houston metropolitan area. People throughout the region consider the habitat in this watershed to be one of the most important amenities in the Houston-Galveston area." (Source 3). Magellan is a known polluter that is facing enforcement for pollution released during Tropical Storm Harvey.  Their facility along the Houston Ship Channel sprung "a leak that lasted for more than 12 days and created more than 2 million pounds of air pollution — the storm’s largest pollution incident (Source 2).

In addition, this large facility will contribute to the growing amount of impervious surfaces in the watershed. Much of the area, prior to the development of the Friendswood and Clear Lake Oil Fields, was originally coastal prairie. Currently, this land is largely undeveloped ranch land with a number of well heads. Residents of Harris County just voted overwhelmingly in favor of a $2.5 billion flood prevention bond and in 2016 residents of Clear Lake City voted on a bond that provided $28 million for the award-winning flood mitigation and recreational project, Exploration Green (Source 4). Development of this land will cause more runoff during flood events.

It would be irresponsible for Harris County to approve a project, proposed by a demonstrated bad actor, that flies in the face of residents' wishes and which may cause further flooding and pollution concerns.
