The problem is the cost of living is going up yet again and honest loving animal lovers are struggling. 

    What needs to change is the fact that cost of living is going up causing honest loving animal lovers to suffer because we have human life to support in order to support the Animal life. (The circle of life) also what else needs to change is the amount of animals that are shoved into animal shelters to be alone because of neglect/abuse or the INCOME to support.. instead of paying shelter fees I believe we need to enforce stronger animal laws to ensure that animals are going to the best home ever. Most importantly what needs to change is the IRS laws and insurance laws. With changing these laws I believe it wouldn't drill a animal to a shelter because then humans can afford to care for them better. WE THE PEOPLE OF THE UNITED STATES HAVE THE POWER IN ORDER TO FOR A MORE PERFECT UNION!

   If we win animals will have a more outstanding chance in life to live healthier and happier because then their humans can provide for them better. If we lose then we'll were really not because we're already use to not being able to claim them or have insurance on them. If anyone or anything loses it will be the animals who keep getting killed or shoved into shelters. And it will continue to be the shelters who will eventually run out of space because of funding and because true loving humans can't afford to take care of them the way they need.

   Moral of the story honest loving animal lovers should be able to claim animals as dependents on taxes and claim medical insurance for them.
