Westmount pool rules - should our toddlers be allowed to swim?

The City of Westmount rendered a decision restricting toddlers who are not toilet trained from using the main pool adjacent to the Westmount arena, even if these children are wearing swimming diapers. The rule has not been applied consistently, as children who are registered in Westmount swimming lessons are permitted in the pool with swimming diapers. This rule also restricts older children and adults with special needs from using the pool if they require diapers, despite proven benefits of water stimulation for many of these individuals. Furthermore, because of the existing policy, we are aware that many parents opt to use the pool with their untrained toddlers without the protection of swimming diapers, further increasing the risk of fecal contamination.
We are petitioning the City of Westmount to allow all individuals access to the pool with the use of a swimming diaper as necessary.
