The current (and former owners) of the “Penny Saver” continue to operate under an old/antiquated and (some could even argue deceptive) business practice of mass/bulk distribution of their “free publication”. These are placed in plastic bags, and thrown in every residential driveway in our community as well as various other businesses and institutions. In backwards fashion, if you don’t want to receive it, the responsibility is placed on the recipient of the publication to call the Republican and be added to the do not deliver list. 

Why is it because it’s from a news source, this isn’t considered littering? Look at all those little yellow bags all over the streets / yards. I understand the constitutional right to disseminate “news” under freedom of speech / freedom of press. However, the majority of it is advertising - and some even purely opinion based “journalism”. If I want this, I’ll call and sign up.

Why does Westfield not have city ordinances for this activity (and what can we do to get that rolling)? From what I can tell we don’t have a plastic bag ordinance, nor do we have one for at least a code of conduct for “news” sources to disseminate their “free publication”. 

This practice is deceptive to current and potential advertisers. Advertising rates are set (in part) by what the publisher calls “readership”. The number of readers is deceptive as they report it to the advertisers as the amount of households/readers it’s  distributed to. When they are just thrown out a window, and some end up in the streets, and most end up in the trash, how is that an accurate representation of “readership” to its advertisers. That’s not fair and quite deceptive. 

We can no longer get a plastic bag at the grocery store to carry groceries (and use them for other uses later on), yet the Republican can use them without regard for the environment and shove their paper in them and throw them all over our city. How is this ok?

Republican: As an organization that makes its money on subscribers and advertisers here in town, what will you do to address this? Your current system is NOT WORKING and you are frustrating many of your potential subscribers. Why do you not bear the same moral responsibility for our environment that other businesses in our community have by eliminating plastic bags as well as have conscious disregard for throwing both plastic and newspaper/advertisements all over the yards and streets of our community?

This petition is to generate enough interest for our community leaders and/or state leaders to BAN mass distributed publications, and instead switch it over to a requested/subscriber model that their paid publications are distributed with today.
