Keep homeless pets dry and warm in the City of Victoria

The pets of the homeless citizens of Victoria are constantly on the ground, in the wet and cold, in the rain, even when their owners go into a soup kitchen, food bank, emergency shelters, or churches. As pet owners warm up and eat, their pets have no place to stay warm or dry.
There is a need for the City of Victoria to enact or amend a bylaw to require that any of these places serving the homeless provide a closed kennel area, with a minimum 4 cages. This bylaw is in the best interests of the animals and keeps our city in the forefront of addressing serious issues surrounding and arising from homelessness.
