Improve Safety of Pedestrians and Traffic on 31st Avenue

We would like to make the corner of 31st Avenue and Flores Street in San Mateo a 3-way stop with pedestrian crosswalks.
Currently the intersection only has a stop sign for Flores Street traffic to make an unprotected left or right turn onto 31st Avenue. Cars on 31st Avenue rarely obey the speed limit on this stretch of road. We have witnessed several near-accidents of cars driving fast down 31st Avenue and slamming on their brakes to avoid crashing into cars turning left from Flores Street. Also, the cars turning right from 31st Avenue onto Flores Street are going so fast that their turns are so wide they nearly hit the cars on Flores Street approaching the intersection stop sign. Thirdly, there is need for pedestrians to cross safely at this intersection in order to access East Hillsdale Park for play and as a passage way to Laurel Elementary School.
We fear that this problem will only worsen when 31st Avenue near the Hillsdale Mall opens back up, again. We anticipate increased traffic from the Hillsdale Mall remodel/addition and through-traffic from the new Bay Meadows commercial and residential community.
