Preventing illegal dumping and homeless encampment along 508 Hillsdale Avenue, San Jose 95136

For several years, a stretch of Hillsdale Av. near Lago De Como Place/Canoas Creek (across from Hillside Church) has been used for:

  • illegally living inside vehicles, engaging in crimes such as narcotics and thefts in the neighborhood
  • storing stolen goods in cars parked over extended periods
  • illegal dumping of large furniture, mattresses, tires, carpets etc

In addition to the blight, all of the above activity has resulted in traffic hazards as well as a harmful environment for the residents with piles of trash accumulating over weeks/months. This stretch reeks of human waste at times, making a simple stroll on the sidewalk sickening. This area has now turned into a crime hot spot potentially attracting even more serious criminal activity- investigation into a homeless RV parked here led to a narcotics related arrest at this location on 28 September 2016 (SJPD Case No.: P162720814 per crimereports.com)

Incidents continue to be reported to SJPD, Parking Compliance, Dept of Transportation Dispatch, Anti-Litter Program, Homeless Services and other city authorities but no long term action has been taken so far to stop this epidemic. As the first step, this petition aims to address the situation by requesting the City of San Jose to:

  1. Install "No Parking/Stopping/Standing Anytime, Tow Away Zone" signs along this approx 300 ft. stretch. There is no reason to park here as there are no homes in the immediate vicinity. Also, preventing cars from stopping will help minimize the chances of dumping/littering.  

  2. Install "$1000 fine for littering" and/or "No Dumping, Violaters will be Prosecuted" similar to the deterrent on many other streets in the bay area.

We request Mayor Sam Liccardo, Council Member Johnny Khamis, The City of San Jose Parking Compliance department and Office of Traffic Safety to urgently take action based upon this petition, thereby allowing the families living in this neighborhood to feel safer and healthier.
